This sentence could be used by anyone who decides not to stop when signalled to do so by a Thai policeman. Of course, we aren't recommending you to do so!
Sentence breakdown
ตำรวจเรียกให้ผมจอดรถ = the policeman signalled me to stop my car
แต่ผมไม่จอด = but I didn't stop
และขับรถหนีตำรวจไป = and I drove my car (fleeing) from the policeman
