National standard

In fact, these codes are not an extension of the ISO standard, they are covered by the national standard TIS 1099:2548. The ISO standard was modeled after the Thai national standard. Even before its first version (TIS 1099:2535) of 1992 these numerical codes were in use inside the Ministry of Interior, which was started in 1984 - at least that's what I can deduce from the codes chosen for newly created districts.
